What is the time commitment for a new synchro swimmer - including practices, competitions, etc?

That depends on how good you want to be. Min 1 hr 2X's a wk. In college my mom practiced 6 hrs a day (including in and out of the water training)

When I first started competing in synchro I was in tier 1 and we practiced 3 hours every friday. (1 hour dryland and 2 in the pool) Now I'm in tier 5 and we we practice 11 and a half hours a week (including dryland and in the pool).

A new synchro swimmer might actually have more competitions to go to than someone who competes at national and international level meets simply because there are more smaller local meets available. The competition season for young beginners usually runs from January through the beginning of the summer with a meet every month or other month.
As far as practice time goes, it depends on the type of program you're in. A recreational program will allow time to keep your other extracurriculars, while a competetive program might limit the amount of other things you do.
At the least, I think beginners would practice twice a week and at the most, probably 5 days a week.

How much swimming is there during synchro practices? As a swimmer, I think that's the only part of synchro practice that I could survive!
